If this is the turnout to the debate of a controversial bill, what happens at the less dynamic bill debates, this clearly demonstrates the notion of democracy failing.

Does the Commons (or the Lords for that matter) have a quorum? If not - why? About time it was set up so that no quorum... no debate... no vote.
