I believe that the Congress met in the Maryland State House, Annapolis, Maryland from November 26, 1783 to August 19, 1784.

This is not Washington DC, as it did not exist in 1783. It also doesn't appear to be Philadelphia, the U.S. capital then. So I'm guessing it's the capital of some other country, since the clue is vague about which one. Maybe Kingston, Ontario?
