Governor Phil Bredesen joined TDOT Commissioner Gerald Nicely, Senator Douglas Henry, Representative Gary Odom, Mayor Karl Dean and other state and local officials in Nashville to break ground on Phase II of the Interstate 40-White Bridge Road interchange
