Read the Tillman book by Jon Krakaur. Great intro history of Afghanistan's 20th century history. He states that most of the infrastructural damage to Kabul took place after the Russians left. It was the warlords vs Taliban that did the deed.

It's disingenuous to blame the US for the 40-years-neglect revealed in these photos when US has only been there since 7 of those years. Russians? Sure. Don't forget the Taliban who actively destroyed cultural landmarks, e.g. http://en.wikipedia.org/wik

i need to point out that Kabul wasn't entirely devastated by the Americans after September 11. The Soviets had slowly started to destroy Afghanistan in late 70s.
